NUREG - 1501 was issued as draft in August 1994.  It's full title is:

" Background as a Residual Radioactivity Criterion for Decommissioning"

The report is Appendix A to the Generic Environmental Impact Statement in
Support of Rulemaking on Radiological Criteria for Decommissioning of
NRC-Licensed Nuclear Facilities.
