Chi Squared Test/Reliability Factor

Here's a simple straightforward application from the Rad Health Handbook
(RHH 1984):

1.	n >= 10 observations (our in-house minimum)
2.	c >= 10000 counts (single count theoretical sd <= 1%)
3.	Calc n average
4.	Calc experimental sd for n-1 df (RHH 1984, p. 47)
5.	Calc theoretical sd = sqrt of n average
6.	Reliability Factor = (exp sd)/(th sd) (RHH 1984, p.48)
7.	Plot results on graph from RHH 1984 p.185
8.	Follow instructions, apply professional judgment
