We use approximately twice that level to trigger a skin dose evaluation.  I 
know nuclear power plants record and trend nuisance personnel contamination 
events and compare one another to see who is BEST.  The accounting was always 
suspect, because some utilities didn't count clothing contaminations, other 
wore scrubs to lower statistics, and other only recored personnel 
contaminations above a certain level (5000 dpm ?).  

Deregulation has resulted in evaluating costs, and maybe someone figured out 
this cost a lot of time which can be translated into money.  The Europeans 
have had a much more casual attitude towards contamination for decades, 
especially when working in high dose rate fields.
