Just a thought on cost-benefit analyses.
Cost-benefits analyses for radiation exposures may be necessary, but the
equation is strange.  One one side, there are real monetary benefits from
the considered operations, on the other side, there are HYPOTHETICAL health
detriments expressed in REAL monetary terms.
