Try the Hazardous Materials Advisory Council (HMAC). I have seen their
instructos in action, and they are generally excellent.

Also, you should look at DGI Training's web site: http://www.dgitraining.com
I cannot speak to their quality, as I have never seen them in action.

You might also contact somebody at the Ames Lab or Argonne, as DOE offers
training courses on many aspects of hazardous materials transportation (I'm
on the DOE training faxback announcement list, but I usually can them.
Trying to avoid clutter, unsucessfully).

I've also heard very good things about ChemNuclear's training, but have no
personal experience with them, either
