There are two "levels" of testing mentioned in the transport regs or 
supporting documentation: capability testing and performance testing. 
Capability testing reefers to Excepted Packages and prior transport history 
(of the same package configuration) is adequate for documentation.  
Performance testing refers to formal compliance with 49 CFR 173.461, and is 
for Type A packages or above and IP-2/3's.
