Um...I think 49 CFR 173.461 spells that out...
Compliance with the test requirements in 173.463 through 173.469 (173.465
gives the type A testing) must be shown by any of the methods prescribed in
this paragraph...
1. Performance of the tests with a prototype...
2. Reference to a previous, satisfactory demonstartion of compliance of a
sufficiently similar nature...
3. Performance with models of appropriate scale incorporating those features
that are significant...
4. Calculations or reasoned evaluation, using reliable and conservative
procedures and parameters.
The above is the abridged version. Always check your own copy of the regs. ;
