Nice response; here's another puzzler for you.

What about rad shipments sent under 173.4 [small quantity exception]?  

Of course you couldd just document your own prototype testing per the
specifications of 173.4(a)(6), but since per 173.4(b) it must also conform
to 173.424 a - g, does your testing also have to demonstrate that your
packaging meets the 173.410 requirements [as required by 173.424 (a)]? 

If it goes by air, how would you met 173.410(i)?

There are two "levels" of testing mentioned in the transport regs or 
supporting documentation: capability testing and performance testing. 
Capability testing reefers to Excepted Packages and prior transport history 
(of the same package configuration) is adequate for documentation.  
Performance testing refers to formal compliance with 49 CFR 173.461, and is 
for Type A packages or above and IP-2/3's.
