Regarding TLD rack placement:

Why do a caculation analysis?  Put up a monitoring badge on the rack for a
couple of months.  Probably would prove them all wrong. 

Oh, sorry about this, but I cannot resist the cheap shot.  It's a DOE
facility, right?  Better call in at least 5 more HP's.  (My tongue is
planted firmly in my cheek, so DOE types please do not be offended).
