Okay, I'll buy that.  The material is not exempt, though.  It is generally licensed.  It is therefore
still subject to any other regulations that apply to source material.

	     In New York State uranyl nitrate ( as source material) can be obtained
	for use under a general license in quantities up to 15 pounds at a time, no
	more than 150 pounds per year.  I believe that the NRC uses the same
	language.
