There are a number of ways to evaluate your situation.  First, if you are 
looking for generic values (not necessarily at 25 mre/yr) I would recommend 
the following:

NUREG-1505 has generic values for residential and industrial use scenarios;
RESRAD-Build can be useful for structures;
NUREG-1640 has some great information;
and at the New Jersey State Home page under the Radiation Protection section, 
there is a draft regulation that lists clean-up levels for radionuclides.
