RE: Survey plans for release of equipment?

We are currently developing clearance survey approaches for the NRC in case
the NRC decides to move forward with their rulemaking: Release of Solid
Materials at Licensed Facilities. One of the fundamental steps will be to
classify the material according to contamination potential (like MARSSIM's
Class 1, 2, and 3).  The survey rigor would then be based on the
contamination potential - Class 1 the most, Class 3 the least (a graded
approach).

The concept of statistically-based sampling has been discussed - and
actually applied to some release programs in Oak Ridge.  One possibility
discussed involved identifying "survey units" that are comprised of the
materials to be released and using statistical hypothesis testing for each
survey unit.  Another option discussed was to consider "acceptance
sampling", where a relatively few items were surveyed from a lot (survey
unit), and then considering the specific sampling design, a decision on the
fate of the entire lot is made.  This seems to be most applicable to those
materials that have low potential for contamination (i.e., Class 3).  

Anyway, clearance survey approaches are being discussed at a number of sites
- a very timely subject for Radsafers to weigh-in on.

Radsafers,

I am looking for statistically based survey plans that will determine the
number of swipes needed to allow unrestricted release of materials and
equipment from controlled areas.   Recently new requirements have been
placed on the release of materials and equipment at the job site and now
require surveys conducted in accordance with an "approved statistically
based survey plan."   Radsafers, I would rather not like to reinvent the
wheel,  if other sites are conducting surveys based on statistical plans I
would like to get a copy if possible.
