statiscal surveys for clearance present an interesting situation:
suppose a licensee uses an approved statiscal survey procedure and releases
a lot of items (say hand tools - wrenches, screwdrivers, etc.)
suppose that the procedure is designed to determine with 95%, 99%, 99.5%
(chose any one) confidence that the items in the lot are not contaminated
above the derived clearance level.
what happens if one of these items is later found to be contaminated?
will the NRC cite the licensee because contamination was released or will
the NRC agree that the survey was adequate?
my experience is that a release of solid material is de facto evidence of
improper surveys.
so why would anyone bother with statistical survey methods for clearance?
it would be like asking for a violation.
and we have not even addressed INPO!
