I utilized VarskinMod2 in my thesis and had to add some nuclides.
NUREG/CR-5873, VarskinMod2 and SaddeMod2: Computer Codes for Assessing Skin Dose
from Skin Contamination, Appendix A, Table A.1, Determination of Forbiddenness
of Beta Spectra Based on Momentum and Parity Change has this table that
determines forbiddenness based on momentum and parity change.  The momentum and
parity changes can be obtained in decay schemes (Rad. Health Handbook) and then
referencing Table A.1 will yield the forbiddenness value.  If you have any
further questions about adding nuclides, I may be able to be of assistance.
