Y2K and Nuclear Reactors

In case your questions were not answered.
1) Generally, a site's Technical Specifications would require a unit to
shutdown
due to a loss of offsite power.
2) The answer is no here - the unit would be relying on the diesels
whether it was
operating or shutdown. The more important point is that you have no offsite
power;
subsequently, you want the reactor subcritical. It's much better to have the
reactor
shutdown in case another problem occurs.

1. Does a LOOP event require the reactor to be scrammed or can
the NPP continue to produce it's own power? (this is probably one
of those "stupid" questions -- I told you it's been a while)
2. Wouldn't putting an NPP into standby mode place it a higher risk
for a LOOP event since it would then have to rely on diesel
generators for power?
