While reading over these lines from myself (3 days ago) I just want to 
comment that distribution of iodine tablets for situations with very 
hypothetical risks may of course cause a lot of psychological stress (which 
in turn increases other risks - people may take their cars to move to some 
far distant place etc) - and that may become the most important negative 
health effect.
These are my own thoughts only.
