Old EPA 15 mrem/yr limit

EPA published a Notice of Proposed Rulemaking for 40 CFR 196 in 1994 that
basically imposed a radiation site clean-up limit of 15 mrem/yr .  As I recall,
EPA never proceeded with codifying the radiation site clean-up because it was
deemed too conservative or restrictive.
