RE: Sealed Source and Device Registry (SS&D) - Where Are The Requirements?

The NRC places a specific condition into their licenses which state:

"The licensee shall not acquire licensed material in a sealed source or
device unless the source or device has been registered with the U.S. Nuclear
Regulatory Commission pursuant to 10 CFR 32.210 or equivalent regulations of
an Agreement State."

Reference the below link to the NRC Office of State Programs Device
Registry (SS&D):

     http://www.hsrd.ornl.gov/nrc/ssdr/ssdrindx.htm

Is there a requirement in 10CFR or other federal or agreement state
regulation to register sealed sources and devices in the SS&D registry? If
so, where specifically is this requirement?
