Sealed Source and Device Registry (SS&D) - Where Are The Requirements?

Registry (SS&D):

Is there a requirement in 10CFR or other federal or agreement state
regulation to register sealed sources and devices in the SS&D registry?  If
so, where specifically is this requirement?
