The EPA proposed MCLs for uranium and other radionuclides included in the
National Primary Drinking Water Regulations (NPDWRs) in July 1991 (Fed. Reg.
Vol. 56, No. 138, July 18, 1991). Uranium MCLs were proposed at 20
micrograms/L and 170 pCi/L protective of both kidney and radiotoxicity. The
technical basis for these standards are described in a series of Drinking
Water Criteria Documents. To my understanding, Congress ordered EPA to cease
all regulatory actions concerning these standards because of technical
issues/difficulties associated with the Radon MCL in 1994.
EPA is currently under a court order to issue MCLs for uranium and radon,
and to revise standards for the remaining radionuclides (radium, gross alpha
and beta-gamma emitters) by November 2000. At a December 1997 stakeholder
meeting, EPA stated they intended to use risk coefficients cited in Federal
Guidance Report 13 to derive appropriate MCLs for these radionuclides. To
my understanding, uranium MCLs are expected to be re-proposed at ~25 pCi/L,
intended to be protective of both endpoints. A Notice of Data Availability
was to be published this past summer, but I don't know the current
regulatory status. However, I believe the radon MCL was recently proposed
at 300 pCi/L.
