term 'vice' instead of 'versus' or 'as opposed to'?

I learned this particular usage while I was in the nuclear Navy. I would
suspect that if a person uses "vice" to mean "instead of," they've probably
spent some time in the Navy or around those who have. This would cover a
large percentage of HP techs.
