Navy EIS on Low Frequency Sonar

I'm following up on a request to locate further information about a proposed
low frequency sonar to be located in the Hawaii area.  Does anyone know if a
copy of the EIS for this is available online?  Can anyone direct me to an
individual I can contact to obtain a copy?
