Safe Shutdown Plans

Does anyone have a suggested Table of Contents for a "Safe Shutdown Plan" 
for a nuclear facility which is permanently ceasing operations but not 
ready to go to immediately go to final D&D  ??  I already have the PSDAR 
requirements for Power Reactors.
