There is a wonderful article by Alan Brodsky that was published in RSO
Magazine in July/August 1997 called "Determining Staffing Requirements for
Medical-Academic Radiation Protection Programs".  In addition, Jacob Shapiro
and Joe Ring co-authored an equally good paper in the February, 1999
Operational Radiation Safety called Benchmarking Radiation Protection
Programs".

I think that both of these will be of interest to you.
