Otto,
    Your question suggests that environmental regulations should incorporate
science and logic, with the objective of providing a reasonable level of
health protection.  I believe this approach was abandoned long ago in favor
of regulations that stimulate the least amount of criticism from politically
influential sources. This view may seem cynical, but how else can you
account for what is going on ( 15 mrem/y for site cleanup,
0.7 pci/g, etc) ?  Perhaps they just should simplify it all into one
regulation that says -
                                                      "ANY IS TOO MUCH"
