[ RadSafe ] Effluent Stack Monitoring

Good Afternoon All,

I am looking for people's experiences/input concerning air effluent stack
monitoring (we will be testing the emissions from our radiosynthesis
laboratory).  Since this will be our first attempt at such an undertaking,
there are a couple of specific questions I have:  

a) Is an official written test plan required? 
b) Is there a minimum number of tests needed?  
c) Who can analyze our samples (does it need to be a certified laboratory).
