Mike,

You're exactly on target with your comments. The NRC comments, as others
also state, are more interested in protecting a structure that has a lower
probability of being struck, due to the public perception of risk, rather
than stadiums, large malls, etc., and other structures where there would be
an immense number of "immediate" deaths compared to what would be projected
as "long-term" deaths.

It's all perception and playing to the fears of the public and the questions
from Congress, who are also talking to their constituents.

It is part of the never ending problem of wanting to build something
better without giving to opposition the opportunity to claim that you
think what you already have is junk.  It requires mealy-mouth
statements.
