The quote is from a report of the National Academy of Sciences on the need to finance education in the sciences in the U.S.
Does Austria not worry about the education of new scientists?
I don't have the citation for the quotation, but can get it for you.

I have hardly ever read anything so selfserving, ridiculous and
nationalistic like this quote. If there was no source given, it could easily
be traced to any fascist ideologist.
