I can see some purpose to the thinking behind the law, but I doubt that a
radiation expert was involved in drafting it. If so, the definition of
radioactive  substance would not have been accepted. This definition
includes every building and person in NYC.

 i.   The  term  "radioactive  substance"  shall mean a substance that emits
ionizing radiation including alpha, beta, gamma or neutron radiation.
