Radiation Safety Officer

Will: Be the ionizing radiation safety officer (RSO) for the laboratory and report to the industrial hygiene group supervisor in the Occupational Safety Program office. Will coordinate with the Radiation Safety Committee (RSC) and be responsible for effecting actions, implementing procedures, and monitoring activities, which will provide for the functional implementation, administration, and oversight of the Radiation Safety Program (RSP).



Maintain the Agreement State issued Type A Broad Scope license in a state of accuracy. Maintain current registrations of machine sources of ionizing radiation. Ensure JPL is always in compliance with applicable agency regulations, operating licenses, and local policies. Direct all activities associated with radiation producing equipment (material and machines) ensuring all equipment is properly installed, accurately registered, surveyed, and safely used. Routinely assess existing program(s) and their operations for adequacy in safety and regulatory compliance and when necessary, recommend enhancements or modifications. Maintain knowledge of changes on existing and pending legislation relative to radiation safety. Ensure program design reflects the most recent standards and regulations and adhere to the principle of ALARA. Interacts with customer base in providing technical assistance and/or guidance and respond to emergency calls or events and ensure that proper safety methods and procedures are followed. Prepare reports as required. Develop, prepare, and deliver client training for assigned safety program(s). Acts as liaison to regulatory agencies and professional organizations. Interpret personnel dose reports and oversee dosimetry activities. Participate in the preparation, development, and submittal of RSP policies and procedures and all other duties that may be assigned.



Prepares and implement models of exposure or human risk assessment and industrial hygiene measurements and evaluations. Make recommendations to workplace changes to ensure compliance. Applies knowledge, capabilities and practice associated with NASA, Federal and State OSHA health and safety regulations, policies and procedures used to develop and implement mishap, health, and safety prevention practices and measures in related work places.



Performs highly complex and critical job functions and activities. Identifies, evaluates, and assesses highly complex and critical potential health hazards by examining the work environment, operations, and processes to obtain full details of the nature of the work, materials, and equipments related to potential hazards. Including developing new and applying existing health and safety standards, procedures, and practices consistent with established JPL and local, state, and federal regulations. Perform highly complex and critical analyses and interprets results of own and others workplace sampling in regard to impairment of employee health and safety. Review and analyzes samples, presents specific conclusions, and makes recommendations to immediately initiate corrective actions as appropriate to appropriate personnel and management. Uses extensive understanding and wide application of several fields of chemical, physical, or biological hazards. Serves as JPL representative to regulatory agencies and/or NASA in own area of responsibility. Partners with regulatory agencies regarding the regulations, standards, and procedures for the safe and healthful conduct of work.



Provides complete knowledge of several fields of safety and health such as, chemical, physical, or biological hazards. Researches existing health and safety regulations and proposed changes; recommends changes to management. Authors written programs, white papers, and requirement documents related to health and safety issues that lead to significant breakthrough in one or more disciplines. Actions and decisions have a highly significant positive impact on a multifunctional organization, due to critical mission successes, technology breakthroughs, and potential danger to life and safety. Erroneous decisions or recommendations will result in failure to achieve major organizational objectives and potential danger to life and safety. Regular use of creativity and innovation to address critical issues. Analysis of situation or data requires identification, review, and interpretation of extremely complex factors as well as precedential decisions as to policies, procedures, and practices. Exercises discretion and independent judgment in evaluating potential approaches and solutions to new and unusual problems with organization-wide impact and determining appropriate resolutions. Interactions normally involve advising management on extremely complex and significant issues. Continual involvement and participation with industry partners and other NASA centers. Serves as JPL representative to regulatory agencies and/or NASA in own area of responsibility.



Required Skills:

Typically requires a bachelor's degree in or related health physics, radiological science, biological science, or related scientific discipline with a minimum of nine years of related experience; master's degree in similar disciplines with a minimum of seven years of related experience; or PhD in similar disciplines with a minimum of two years of related experience. Wide ranging experience and advanced knowledge experience related to the management of a comprehensive ionizing radiation safety program, which includes the administration of a U.S. Nuclear Regulatory Commission (NRC) or Agreement State Radioactive Materials (RAM) license; and where personnel exposure to ionizing radiation follows the principles of as low as is reasonably achievable (ALARA) is a must. Extensive understanding of the functions and administration of a broad scope RAM license; regulatory compliance requirements imposed by the State of California, Code of Regulations, Title 17; and the application of health physics and general safety compliance requirements. Must have excellent written, verbal, and interpersonal communication skills. Must be self-motivated and task-oriented team player with demonstrated strengths of customer service, interpersonal, organizational, presentation, planning, and leadership skills. Must be detail oriented and proficient in MS Office Suite (Word, Excel, PowerPoint).



Desired Skills:

MS degree in health physics, eight-plus years of direct work experience or related discipline and certification as a certified health physicist (CHP). Excellent working knowledge of and experience with federal, state, and local safety and health regulatory compliance requirements. Thorough understanding and familiarity with regulatory compliance for the state of California, Code of Regulations, Title 17. Strong ability, desire, and flexibility to take on assignments outside area of expertise.
