There may be targets that are higher risk of failure (of the attack
mission) with lower payoff in actual risk to the public, but a spent
fuel pool definitely fits into that category (the PR would be large, but
actual ability to harm the public would be small).  If the operation
works to the point that the Bad Guys gain control of the storage pool
for minutes or even an hour (doable with enough expendable people and
resources), then what?  They can't make the fuel explode, or burn, or
break up into airborne particles.  Yes, the pool could be damaged,
contaminated water could leak out on site, and it could be an annoying
problem to deal with, but after the Good Guys regain control of the pool
any problem can be dealt with.  

In the grand scheme of things, SNF is not that good of a terrorist
target.

I heard this yesterday afternoon on NPR - the program is available at

location http://www.loe.org/ Waste Not, Want Not - it seems rather
slanted
in anti-nuclear power direction, giving a lot of coverage to woman who
monitors the Pilgrim Nuclear Plant in Massachusetts from her home and
concerns about the spent fuel rod pool's vulnerability.

I am interested in how much of this is not accurate - if it is not, then
NPR
should be encouraged to broadcast corrections
