It also means that the leases signed already  (which are quite substantial and most poorly written) will be extended through force majeure without any need for the energy companies to either drill to hold their leases in this low gas price environment, or to pay them any compensation whatsoever to maintain the leased acreage. With New York being largely in the 'dry' gas window, it is to the companies tremendous advantage to delay the onset of drilling. Those companies are crying crocodile tears over these delays. Talk about a win-win situation for Governor Cuomo!

Delaying issuing permits for fracking potentially has a number of
benefits for NY.  

1. It means the wells that will eventually be drilled will have greater
established art behind them, improving the efficiency of the drilling
and gas recovery, and hopefully decreasing the problems.  

2. If timed properly, meaning waiting until the current boom starts to
bust, it will mean that there will be competition between well drilling
companies, so the property owners in NY will get a better deal for
drilling rights on their land.  The State will likely also make more
money in such an environment.

3. Again, if timed properly, NY wells will come into production as wells
elsewhere play out, and the natural gas supply starts to decrease
compared to demand.  Again, more money for the property owners and the
State (assuming the contracts are written properly, of course), as well
as some leveling of supply.

4. With the exception of areas along the State boarders, that can be
exploited from other states, the gas isn't going anywhere.  Not drilling
for it now is not the equivalent of wasting it; it is the equivalent of
waiting for a better deal.

On the other hand, I have no problem believing that the driving factor
is the short term political advantage of politicians.

The governor has ordered a health study to be performed prior to issuing
permits for fracking in NYS.  It's not clear what such a "health study" 
would comprise, but it could be years before any permits are issued.
Quite possibly after Andrew Cuomo moves to the whitehouse.
