All good points, with one caveat: there is so much shale gas to be exploited around the country that they may miss the boat! Excess availability = low price = little interest in more drilling.....

Of course, if you are willing to wait for your children to profit, well and good.
BTW: shale gas drilling is a mature technology. Fracturing the shale formations is also fairly well understood (with the question mark of fracturing inducing seismic events - this seems to be the case, but probably because the fracturing speeds the release of tectonic stresses that would, eventually, be released naturally). Another problem is the disposal of the frac. fluids, that are returned after the frac. operation. There may be cases of less-than-optimum methods used by some of the "profiteering" companies out there. However, rest assured that the major frac companies are extremely careful that all fluids are carefully recovered and disposed of responsibly.

Delaying issuing permits for fracking potentially has a number of benefits for NY.
1. It means the wells that will eventually be drilled will have greater established art behind them, improving the efficiency of the drilling and gas recovery, and hopefully decreasing the problems.
2. If timed properly, meaning waiting until the current boom starts to bust, it will mean that there will be competition between well drilling companies, so the property owners in NY will get a better deal for drilling rights on their land. The State will likely also make more money in such an environment.
3. Again, if timed properly, NY wells will come into production as wells elsewhere play out, and the natural gas supply starts to decrease compared to demand. Again, more money for the property owners and the State (assuming the contracts are written properly, of course), as well as some leveling of supply.
4. With the exception of areas along the State boarders, that can be exploited from other states, the gas isn't going anywhere. Not drilling for it now is not the equivalent of wasting it; it is the equivalent of waiting for a better deal.
On the other hand, I have no problem believing that the driving factor is the short term political advantage of politicians.

The governor has ordered a health study to be performed prior to issuing permits for fracking in NYS. It's not clear what such a "health study"
would comprise, but it could be years before any permits are issued.
Quite possibly after Andrew Cuomo moves to the whitehouse.
