In the world of the DoE, problems are things to be studied; not solved---

What else is new! The government has known about this for decades. The
Government (Reid) doesn't want the DOE to go ahead Yucca Flats Project.
They worry about everything and anything so that they won't finish it. It
is as they say crocodile tears.

In the words of Dr Pol, the veterinarian, "Jeepers!"
