[ RadSafe ] Advanced Notice of Public Rulemaking - 40 CFR Part 190 in today's Federal Register

Since this is an Advanced Notice of Proposed Rulemaking it does not have specific proposed rule wording. However the major question that I see in the document is EPA's request for public comment on whether the rule should be based on risk or dose. The current rule is dose based. If they change over to a risk based approach that will effectively bring in the risk coefficients that are based on LNT.

Can someone summarize the key new rules?

Is the EPA continuing further down the linear-no threshold fallacy road?
