Hello Joel,
I would think not since a regulator only performs a sampling in an audit and
I assume that is not a detailed audit assessing all pertinent areas.
In the NVLAP world a NVLAP Assessor does not meet the requirements for a
facility performing an annual audit. The facility can take credit for parts
of the requirements but still must perform an all encompassing internal
audit.
My opinion.

A company with a RAM license was inspected by the regulator. No problems
were found. The company says, "We've been audited. There's our annual
audit." That may not be in the spirit of Part 20, but doesn't it meet the
letter of the requirement for an annual audit?
