One of the more useful documents is NRC IE information notice 85-46 which allows
for a great deal of latitude in interpreting smear results related to weeping.
I don't know of any documents related to the associated chemistry except for the
practical aspects, such as the casks weeping more when going through temperature
changes.  Electropolishing seems to be very effective in minimizing the problem.
