You write "it looks like" - is this sufficient for you to propose large
scale irradiation of persons with 100 mSv/y, which is in more than sharp
contrast to the maximum of 1 mSv/y of the ICRP? By the way you write about
"radiation deficient areas" - I doubt there are (m)any areas in the world,
where natural background would be 100 mSv/y.

I strictly refuse such ideas.
