	dN/dnu =2*pi*e^2/(hbar*c)(1-1/n^2B^2)

	dN is the number of photons between frequency nu and nu+dnu

	pi =3.14etc

	e^2 is the electron charge squared

	hbar = h/2pi

	n = the index of refraction of the medium

	B = beta = v/c
