Using the ICRP 60 risk of fatal cancer of 5 E-4 per rem for members of the
public (consistent with the first posting), an annual dose of 0.36 rem for 70
years results in 13 additional deaths per 1000 people exposed.

0.36 rem/yr x 70 years x 5 E-4 = 0.013

1 in 287 fatal cancers per milirem over 70 years. I guess that means for a
natural background of 360 mrem/year, everyone is going to die of cancer
naturally and some of us will have to die twice.
