The current advanced political thinking in the US is that taxpayers have no
money that is theirs.  It all belongs to the government.  The government,
out of the kindness of certain magnanimous  politicians, determines an
appropriate amount for each taxpayer to keep.   This concept leads to the
conclusions that a tax exemption  for home mortgage interest and property
taxes is a "subsidy", and tax cuts are "expenditures".  DOE may
self-initiate some payoffs to buy some votes, or let some vote-needy
politicians initiate the process if they need the votes more than others do.

It's not about dough, it's about trust.  (with apology to Bill LIpton)   ;-)
