You're absolutely correct about providing
emergency information to residents within
the 10-mile EPZ of all "commercial"
nuclear plants ... usually provided in the
form of calendars (at least in the
southeast). I wonder though, if there have
ever been any objective measures of
effectiveness, such as how many people
(a) read and understand this information,
and (b) can lay their hands on it in an
"emergency". The fact that there was an
outcry in the vicinity of Indian Point would
seem to indicate some unfamiliarity with
ECL's.

FYI ... fed (FEMA) and state folks are
currently working to revise guidance for
the REP program (anyone interested can
find the info on the FEMA web site at
www.fema.gov ... follow the
"Preparedness" ... then "Chemical and
Radiological" links) ... and one of the items
of controversy is whether ECL's should be
included in an Emergency Alert System
(EAS) message. Anybody interested in
further info can e-mail me directly.

doesn't realize, or they just don't care at
the moment, that this 
country, as well as other world countries,
do not have the capacity 
or energy mix to replace nuclear
generated electricity. When the 
lights go out, they'll know.
