The second part of your question (inventory) also has a solution.  In 
California (as your phone number reveals you are), the inventory requirement 
for sealed sources used in brachytherapy is generally included as a license 
condition.  It is not in regulation.  The Licensing Unit will review requests 
to modify the condition if a proper justification for the modification is 
provided, as well as an evaluation of the impact it would have on health and 
safety.

Other Agreeement States may also have minor variations on this theme, in case 
you are putting together programs in multiple states.  Your best resource is 
to contact the regulatory agency that oversees the activities at the location 
in question.
