For the DOT experts:

What is the definition of an "instrument" or "article" as used in 49 
CFR 173.424?  It is not listed in the definitions section of that Part. 
 Is there a reference or guidance wrt the above question?  If I have a 
source in a medical device, is it an instrument, article, or material?

A direct response (or a response to the list with a cc directly to 
me) would be especially appreciated.
