Jerry,

We need to define what the above means. If we had BRC, we'd have 
something to sink our teeth in. But we don't. We have ALARA, and that 
too is a hindrance of sorts. We can't dispose of materials that are 
contaminated in normal disposal dumps, we can't release materials 
from a radiation controlled area within a plant unless it meets some 
criteria. In other words, while I agree that many actions may be 
overkill, if we have to treat disposal based on measurable 
radioactivity, can we not apply the same logic to individuals 
intentionally contaminating other individuals, or making it probable 
that others will be contaminated by their own intentional activities?
