Oh no it wasn't!! The anti-incinerator movement dates back to at least 1985,
when I reviewed an EIS for a proposed LLW incinerator at Apollo PA. A
member of the city council said, after I had presented my review and risk
analysis, "I believe everything you say, but I just don't like
incinerators." For my pains in making a good review and presentation, I got
kicked off the Sierra Club Energy Committee and only survived to finish my
term on the Sierra Club Cascade Chapter Executive Committee by one vote.
The anti-incinerator movement covers much more than radwaste. I have
reviewed two hazwaste incinerators that were never built because of mindless
opposition by locals. Another proposed for Vantage WA was opposed by local
enviros, including a Ph. D. physicist and a Ph. D. biochemist. No, I don't
think they had a leg to stand on. The anti-incinerator folks dispense a lot
of nonsense about air pollution in general, in addition to radioactive
emissions.
I'm writing from home, so this is clearly my own opinion!
