Laser Certification Cards

For you laser safety types, 

I have a question concerning OSHA requirements.  I realize that 29CFR1926 (for construction workers) requires that laser operators possess a "certification" that they are properly trained in the use of lasers.  However, 29CFR1910 does not seem to have this provision.

We have been issuing certificates for our researchers for more than 5 years and (maybe erroneously) been referencing OSHA as being the mandate for these certificates.  

Does anyone know of a reference that we can use to continue our issuance of certificates?  

Any help would be appreciated.  Thanks.
