ANSI Z163.1 is the consensus standard for (most) laser operations and 
does not require that laser operators have a "certification", they 
just have to be trained.  However, if you choose to issue cards to 
your users that says that they are trained there is no prohibition 
against that.

We just track their training and ensure that they have eye exams. 
Whether they are competent to operate the system is up to their 
management to decide.
