FUSRAP article

There was an article in yesterdays(?) Wash. Post about the Army Corps 
of Engineers management of the cleanup of FUSRAP sites.  Yet another 
indication that when it comes to clean up, your damned if you do and 
damned if you don't.  At least the ACE is taking a stance on 
ridiculous clean up levels.
