I agree with Bill. Potential litigation must always be considered. 
While it is easy to validate a dose that is received, it is nearly 
impossible to disprove that a dose was NOT received, without 
proper dosimetry and documentation (unless you happen to have 
worked at a DOE facility - where records of any type aren't needed 
to prove or disprove anything - just submit your name and address 
where you want the check sent).

I was only providing the legal requirements for monitoring, and, 
what previous doses need to be obtained. Legal requirements 
always have to be balanced with the needs of the facility. The 
RSO, Risk Management Office and Legal department should 
always be consulted.
